What Makes This Distinct

Devolution means the citizen relationship is closer, and less forgiving of distance between promise and delivery.

A county resident interacts with their county government far more directly than with a national ministry — a slow revenue office or a broken water permit system is felt immediately and locally. This proximity means county-level engagements weight the Trust Ledger's Consistency Over Time dimension especially heavily, since county staff turnover and resource constraints make consistency the hardest thing to sustain.

This is a newer focus area for us — proof of work is coming.

Our current body of work is concentrated in national-level SAGAs, public institutions, and ministries. We haven't yet completed a county-level prototype, and we'd rather say so plainly than stretch our national-level work to imply otherwise. As we take on county-level engagements, this section will reflect that directly.
